Vintage photo of former British Prime Minister Arthur James Balfour (1st Earl of Balfour) outside The White House in Washington DC in January 1922. Balfour (1848 - 1930) was Conservative Prime Minister of the UK from 1902 - 1905 and Foreign Secretary from 1916 - 1919. He also famously authored the Balfour Declaration of 1917 which supported the establishment of a Jewish homeland in Palestine. The picture, by the National Photo Company, was taken while Balfour was representing Britain at the Washington Naval Conference (also known as the Washington Arms Conference) held from November 1921 to February 1922.
