The Old capitol building of the Niigata Prefectural Assembly was built in 1883, and it is adjacent to Hakusan Park in Niigata City. It features a Western design and has a symmetrical tower in the center. The chalk-white plaster walls, balcony decorations on the ends of the ridgepoles, and other design elements stand out. The building and its interior was used until 1932, is now open to the public as a local attraction - visitors can view the advanced Meiji architectural techniques and various historical documents related to Niigata prefecture and its assembly. The building is registered as an Important Cultural Property. by the Japanese government.
