Women hold roses presented to them at Cinco de Mayo Mother's Day parade by NYC Council member, Carlos Menchaca. Menchaca is Chair of the Committee on Immigration. He authored, introduced and passed legislation to create the first municipal identification card program in New York City, and worked to secure funding for the largest public defender program for undocumented immigrants in the nation. He is the first Mexican-American elected to public office in New York City.
