"Although the Lords the Budget smother, Here's a hearty greeting from one to another": Postcard criticising the blocking of David Lloyd George's 1909 'People's Budget' by the House of Lords. It portrays a braying donkey or ass, suggesting that the animal is the equivalent of the obstructive Lords. The 1911 Parliament Act led to a reform of the British political system, preventing the hereditary House of Lords from permanently blocking legislation passed by the elected House of Commons.
