The policy of "If your invoice (bill) is not provided, your purchase is free" with a phone number of the shop manager (or business owner) is a way to stop employees stealing the business, when they sell products (especially ice cream, sandwiches or drinks). Sometimes it states that not only that the purchase is free, but if the customer reports that he / she wasn't offered a bill, the owner will grant 200 pesos (or similar) that will be taken off the employee's salary.
