MAKUTANO, NORTH OF ELWAK, EASTERN KENYA, 2nd SEPTEMBER 2009: New pastoralist drop-outs arrive with their donkeys and build their toukul shelters at Makutano. This new settlement, less than 6 weeks old, contains 57 households with more people arriving daily. As a new community the limited government assistance available has not reached these people yet.
