Barbarossa (1123-1190) Saves Papal Legate at Besancon in 1157. Frederick Barbarossa’s long reign in Germany was largely taken up by quarrels with the Pope. While a diet of the empire was being held at Besancon, a representative of the Pope asserted that the empire was subordinate to the papacy. Barbarossa’s fiery followers, led by Otto of Wittesbach, would have slain the churchman had not Barbarossa himself interfered and commanded peace.
