Tochigi Central Park was designed by landscape architect Kunie Ito who also developed Kitanomaru Park and Showa Memorial National Park in Tokyo. The expansive grounds include a Japanese garden centered around a large pond. The Japanese garden section of the park includes Kamejima islands in the Showa Ponds with stepping stones around it, and a maple bridge that leads to the Japanese garden. The whole park is like a large Chisen-kaiyu-shiki garden that blends Japanese and Western styles. Based on the themes of "water, greenery and culture" it is composed of four ponds at its center built with elaborate landscaping design.
