The most difficult problem confronting the public officialsentrusted with the management of the gas works was to securefrom councils the appropriations necessary to bring the methodof manufacture and the distributing system to modern standardsof efficiency. Year after year the chief of the Bureau of Gas, the• director of public works and the mayor called attention to the im-perative needs of the system, only to be refused with the same reg-ularity by councils. To show how earnestly and persistently theofficials responsible for the works plead for the modernizing ofthe plant and distributing system and how consistently their re-quests were disregarded by councils, we will quote at some lengthfrom the annual reports of the respective departments.
